West Vancouver Freight Access Environmental Assessment
The Port of Vancouver USA (port) proposes to implement the West Vancouver Freight Access Project (WVFA Project) to address current and future capacity needs of its rail service. With the WVFA Project, the port will expand its rail capacity and operations within the existing port facility, specifically unit train capacity, to enhance the rail network for future growth. The WVFA Project extends the BNSF Railway main lines to Terminal 5 to accommodate existing and future port tenants. The WVFA Project would also relieve congestion, improve operational efficiencies, and ensure continued safe operations as rail traffic grows in and around the port and along the existing BNSF north-south and west-east main lines.
To support federal funding opportunities for the port WVFA Project the port has been coordinating with the Federal Railroad Administration (FRA) to complete additional environmental review for the project pursuant to the National Environmental Policy Act (NEPA). At the outset of the NEPA process, the FRA determined the need to complete an environmental assessment (EA) specific to the potential impacts of its funding decision. Coordination has been ongoing with the Federal Highway Administration (FHWA), Washington Department of Transportation State Rail and Marine (WSDOT Rail), WSDOT Highways and Local Programs, and other regulatory agencies to ensure that the current process is consistent with the previously completed and approved FHWA NEPA documents and permits. Because the scope of the WVFA Project has not changed since these past authorizations and permits were issued, the FRA and port are not seeking further review of the permits or to reopen consultations at this time.
