The liquid bulk dock is owned by the Port, and operated by Valero LP, Inc. and Tesoro Refining and Marketing Company. It has three pipelines from the dock to several storage tank farms, with a total capacity of over three million barrels.

Valero LP expanded their facilities at the Port by five acres, adding additional storage tanks to handle another 350,000 barrels of liquid bulk storage.

Tesoro Refining and Marketing Company, a subsidiary of Tesoro Petroleum Corporation, markets and distributes refined petroleum products and provides marine logistics services. Tesoro Petroleum is the second largest independent refining company in the western United States with a throughput capacity of about 275,000 barrels per day. The company also has a network of marine terminals in Alaska, Hawaii and the Pacific Northwest, and the Vancouver location has rack sales and tank storage, handling almost 2 million barrels of primarily unleaded gasoline, 87 and 92 Octane, ethanol and low and high sulfur diesel.
