COMPREHENSIVE SCHEME AMENDMENTS APPROVED BY PORT COMMISSION (4/27/07)

VANCOUVER, Wash. -- The Port of Vancouver USA Commission today approved six changes to the port’s current Comprehensive Scheme.

Projects added to the comprehensive scheme include:

• Lot 27 Gravel Cargo Storage Yard – To assist the Marine Department in developing new areas for staging project and break bulk cargo, approximately five acres located directly west of the 26th Avenue Bridge will be developed. This area requires rough grading, storm water improvements, and the placement of approximately 6 inches of crushed rock surfacing.

• Schedule 1 Rail Construction – Schedule 1 constructs approximately 2,800 linear feet of track extending westerly from the BNSF mainline to the western edge of the Boise White Paper site and provides rail service to Lafarge and Albina. Construction shall include the placement of embanked earth and elevated rail structures, and rail construction including switches, crossings and storage, and loading and unloading track.

• Schedule 2 Rail Construction – Constructs approximately 1,800 linear feet of track extending from the western edge of the Boise White Paper property, through the Aschieris (Scholfield), Lafarge and Leed properties along the shore of the Columbia River, under the BNSF rail bridge and on to the eastern edge of the Port of Vancouver industrial property. Construction shall include a piling-supported rail structure, fills and embankments, engineered retention facilities, storm water facilities and rail construction including switches, crossings and storage, and loading and unloading track.

• Schedule 3 Rail Construction – Constructs approximately 11,800 linear feet of track extending from the eastern edge of Port of Vancouver industrial property, westerly through the Great Western Malting and United Grain leaseholds into the Port of Vancouver main yard, through a portion of the Kinder-Morgan area, and onto Gateway Avenue. This construction includes lead rail, yard tracks, demolition at Great Western Malting Company, replacement of structures at Great Western Malting and United Grain, relocation of Kinder-Morgan’s unloading facility and a vehicular overpass at Gateway Avenue.

• Acquisition of Alcoa/Evergreen – The port may acquire approximately 218 acres of currently zoned heavy industrial property that has existing improvements located thereon for the purpose of future development for marine and industrial activities.

• Pacific Coast Shredding Office Improvements – The port shall construct utility improvements to support the future relocation of the Pacific Coast Shredding LLC office.

The commission voted unanimously to approve these amendments to the comprehensive scheme, after allowing opportunity for public comment.
