February 6, 2006 -- Larry Paulson, executive
director of the Port of Vancouver, USA, recently announced the hiring
of Katy A. Brooks, as the Port's community relations manager, reporting
directly to the Port's director of public affairs, Addison Jacobs.
A newly-created position at the Port, the community relations manager
is responsible for developing and implementing an outreach plan
to advise the Port on community issues while engaging stakeholders
and informing local residents about Port activities and initiatives.
She will represent the Port at community events and meetings to
foster partnerships and increase visibility of the Ports position
on issues. Brooks will also support the Public Affairs Director
with advocacy strategy and government relations efforts.
Prior to joining the Port of Vancouver, Brooks was a senior public
involvement manager with JD White Company, where she provided public
outreach and communication services to a variety of clients, including
the Port of Vancouver and the Columbia River Crossing Project. Brooks
has over 10 years experience as a public affairs senior manager
and community affairs specialist with the Port of Portland. There
she managed strategic public communications programs and developed
and implemented public strategies for key port issues. She has also
been employed by the Oregon Department of Transportation as a senior
community involvement manager.
Our communitys economic future and the Ports
future are interlinked, said Brooks. As the Port works
toward doubling its jobs and industrial base, we want to make sure
that our success is the communitys success as well.
Brooks earned a Bachelor of Science degree in communications from
Southern Oregon State University and has completed post-graduate
studies in communication at Portland State University. Her professional
activities include participation with the Washington Public Ports
Association and International Association of Public Participation.
She also served as a city councilor with the City of Sandy from
1993-1995.
Brooks, a Pacific Northwest native, and her husband are the proud
parents of 2 year-old twins. Brooks has been a volunteer neighborhood
mediator and has participated in a number of womens organizations
in the area.
The Port of Vancouver, USA, created by Clark County taxpayers in
1912, is one of the major ports on the Pacific Coast. Its competitive
strengths include available land, versatile cargo handling capabilities,
vast transportation networks, a dependable labor force and an exceptional
