CALL TO ORDER PUBLIC MEETING

Port of Vancouver Commissioners held a special joint meeting of the Port of Vancouver USA, Port of Camas-Washougal and Port of Ridgefield Boards of Commissioners on Tuesday, December 8, 2009 at 6:00 p.m. After a light dinner, the meeting continued with discussions as set forth herein.

Port of Vancouver Commission President Baker welcomed guests and thanked everyone for attending. Port of Vancouver Executive Director Paulson welcomed guests and invited everyone to introduce themselves.

ENVIRONMENTAL ISSUES

Camas-Washougal Executive Director Ripp and Port of Vancouver Environmental Director Boyden discussed the Shoreline Management Program Master Plan. Executive Director Ripp also discussed stormwater issues and Director Boyden provided an update on the Vancouver Lake Watershed Partnership.

Port of Ridgefield Commissioners’ Wiseman and Melroy and Executive Director Grening discussed the cleanup status at the Port of Ridgefield.

TRANSPORTATION ISSUES

Port of Vancouver Commissioner Baker provided an update on the Columbia River Crossing. Ports of Vancouver and Camas-Washougal Executive Directors’ Paulson and Ripp and Port of Vancouver Director of Facilities and Economic Development Shuck spoke of a potential shared maintenance agreement between the ports which would help maintenance dollars go further, particularly with rail maintenance and equipment use.

Port of Camas-Washougal Executive Director Ripp and Director of Planning & Development Walstra gave an update on SR 14 regarding right-of-way acquisitions, construction goals, and completion date.

Port of Ridgefield Executive Director Grening gave an update on the construction of the new I-5 exit 14 interchange and rail overpass in Ridgefield.

ECONOMIC DEVELOPMENT

Port of Ridgefield Executive Director Grening shared that he had attended a regional sewer discussion with various community groups. He provided information regarding the potential of a region-wide sewer system. He spoke about the Columbia River Economic Development Council’s plans to put together a regional economic competitiveness summit. He also spoke about the innovative partnership zone that was created a few years ago.

Port of Ridgefield Executive Director Grening also discussed pockets of stimulus money particularly involved with the Washington State Energy program which provides grant and loan funds.
SIMILAR MATTERS OF INTEREST

Port of Vancouver Executive Director Paulson announced that Deputy Executive Director Coleman was recently appointed to the Railroad Advisory Board and Port of Vancouver Commissioner Oliver was working with North county folks regarding potential matters of interest.

ADJOURNMENT

There being no further business to come before the joint Boards of Commissioners, the December 8, 2009, special meeting was adjourned at 8:43 p.m.
