Presenting Standard Tort Claims
As required by Chapter 4.96 RCW, the Port of Vancouver USA receives and processes citizen tort claims. The port evaluates each claim, compensating when liability is supported and denying when it is not, while ensuring timely and fair service.

How to File

1. Complete the Standard Tort Claim form.

2. Submit in person or by mail to:
   Port of Vancouver USA
   Attn: Port Auditor, Scott Goodrich
   3103 NW Lower River Road
   Vancouver, WA 98660

The port will confirm receipt by letter. For questions, call 360-693-3611 (Mon–Fri, 8 a.m.–5 p.m., closed weekends and holidays).

Important Notes

• Forms must be typed or printed in ink and signed.

• Include supporting documents (medical bills, photos, receipts, etc.).

• Use extra pages if needed.

• An original signature is required; electronic submissions are not accepted.

• Forms must be signed by the claimant or an authorized representative (attorney, power of attorney, or guardian).

• Processing time varies; providing complete documentation helps speed review.
